The player assumes the role of Agent 17, code name "Otto", a secret agent for an undisclosed organization or government. Otto embarks on a mission inside a 30-story building from the rooftop and must navigate his way down to the basement, locating secret documents designated by blue doors. Throughout the building, Otto must strategically utilize elevator and escalator systems to traverse between floors while evading or eliminating enemy agents obstructing his progress. Upon retrieving all documents, Otto can make his escape to the basement, where he will find a waiting vehicle to conclude the level.
Throughout the game, Otto possesses the ability to move horizontally, jump, crouch, and discharge his pistol. While in an elevator, players may direct Otto upwards or downwards to shift between floors; however, Otto is unable to crouch while inside. Otto can cross an empty shaft by either running or jumping when the elevator is situated above him and can ascend to the elevator's roof, albeit lacking control over its movement or access to the opposing side. Players are able to maneuver Otto on escalators by employing upward or downward commands.
If Otto endeavors to exit the building without securing all documents, he will be relocated to the highest floor containing an unopened red door and will be compelled to retrace his steps downwards. Moreover, if a level lingers uncleared for an extended duration, an alarm will trigger heightened aggression from enemy agents along with delayed elevator responses to the player's joystick inputs.
Within each building lies a darkened section where visibility is challenged, increasing the difficulty of spotting approaching adversaries. On certain floors, Otto can momentarily obscure vision by extinguishing overhead lights through firearm discharges. Otto can eliminate enemy agents by employing his pistol. Falling victim to enemy fire, being crushed, or plummeting down an open shaft results in a deduction of one life for the player.
